DREAMS DIE AND PEOPLE LIE
MANY YEARS AGO, a neural epidemic swept across the world, taking millions and millions of lives. However, with perseverance and great research, a vaccine was finally developed. Joy, joy, joy, BUT WAIT! A good batch of the vaccine was (of course) tainted with nuclear byproducts. And, nuclear byproducts always call for strange abilities. The city seems to be one of the main and major epicenters of vaccine contamination. As such, a small percentage of individuals were born with FANTASTIC powers. Immediately taking notice of these turns of events, the government (an oligarchical corporation) steps up to plate. They would monitor all citizen-children for mutations. And, if they had any powers, the Government would buy them from their families for vast sums of money. Children have become commodities. A syndicate realizes this and swiftly uses bribery, extortion, and blackmail to act as middlemen between families and government officials. Some children are kept behind to retain power/muscle, while others are sold for more money. A third party is eventually formed by an ex-Government researcher in hopes of regaining the city from crime and corruption, however it soon becomes clear that members of this organization have different intentions.
